If a certain amount of time has passed.
- afterTime (int, default 1000): amount of time needed to pass
- variance (int, default 0): subtracts or adds up to this amount to time
- random (bool, default false): gets a random number between 0 and time (can use variance aswell)
- probability (double, default 1): chance of pushing to next state
